In animation we often express shot lengths and scene lengths as seconds + frames. For example three seconds and two frames could be written 3 + 2k (“k” is for “koma” which means frame) or sometimes 3s2f or sometimes in time code style, like 00:03.02. And of course, sometimes we use your style.
Of course frame display is meaningless without the concept of frame rate. But I think, even if you store times as a floating point seconds value internally, you could still offer users a frame rate setting that would influence time display.
